Relating to providing that the Commissioners Court of any County in the State may enter into contracts for the accomplishment of plans and programs for flood control and soil conservation with certain agencies, and such agencies, districts and municipal corporations may be divided between the parties or delegated to either the County or to one or more of said agencies, districts, and municipal corporations for a specified period or until certain plans for programs are accomplished.
