Relating to political parties whose nominees for Governor in the last preceding election received as many as ten thousand (10,000) votes and less than two hundred thousand (200,000) votes; providing for determining the hour and places for holding precinct and county conventions; providing penalties for failure so to do; providing for certificates for the County Clerk in connection with such filing or non-filing.
