Relating to providing a fine of not more than Twenty-five Dollars ($25) for the first conviction as a speeder, and a fine of not more than Fifty Dollars ($50) for subsequent convictions; providing for a speed limit applicable to persons convicted of speeding more than five times; providing that a governor may be attached to any vehicle driven by such person; providing for additional penalties of fine and imprisonment upon conviction again within six (6) months; providing for a list of speeders to be made available to law enforcement officers.
