Relating to extending the provisions of certain Acts which confer certain rights and powers upon certain navigation districts, so as to include districts composed of parts of one or more counties, one of which counties is adjacent to any county which has one or more boundaries coincident with any part of the international boundary between the United States and the Republic of Mexico.
