Relating to making it a misdemeanor for any person to enter a vehicle or railroad car not his own without the consent of the owner or lessee and to negligently set fire thereto, and prescribing the penalty therefor; making injury or destruction of any part of the vehicle or railroad car by fire while such person is still therein prima facie evidence of a violation of this Act.
