Relating to carry into effect the provisions of the proposed amendment to the State Constitution; defining certain terms; declaring the Texas Water Development Board to be a state agency; providing for the levying of an ad valorem tax of three cents per One Hundred Dollars ($100.00) valuation until December 31, 1960 and authorizing the Board to levy a tax of not to exceed such a rate thereafter to secure the issuance of state bonds; setting standards for determining the tax rate and providing for terminating the tax levy; making an appropriation.
