Relating to providing incentives to establish programs of special education for preparation of teachers of exceptional children in state supported colleges and universities in Texas offering advanced graduate work in education; to establish special classes and programs for the education of slow learning children and to extend the programs of special education as currently provided for in the statutes; and to encourage teachers to prepare for and work in this field.
