Relating to requiring voters to file a declaration of party membership with the county tax collector and to obtain a certificate of party registration before voting at a primary election of a political party; making provisions relative to issuance of the certificate and its presentation in voting; prescribing certain offenses; authorizing political parties to require presentation of a certificate of party registration before allowing a person to participate in their conventions; fixing an operative date.
