Proposing an amendment to Section 3 of Article VII of the Constitution of the State of Texas to authorize the State Board of Education to set aside out of the State Available School Funds a sufficient amount to provide for State-owned education films for instructional use in the public free schools of this State; providing for the submission of this Amendment to the voters of Texas; and providing the time, means and manner thereof.
