Relating to amending certain Statutes to provide that a marriage without good faith attempt to obtain license shall be null and void, but that lack of authority of the person who performs the ceremony shall not invalidate the marriage; clerical errors in the license shall not invalidate the marriage; parties who attempt a valid ceremonial marriage but an impediment exists shall in certain instances be deemed married after the impediment is removed; providing that this amendment shall not affect marriages consummated before the Act becomes effective; providing the effective date.
