Relating to amending certain Statutes providing that development and operations upon areas including in Article 5353, Revised Civil Statutes, 1925, shall be done in such manner as to prevent pollution of water, destruction of fish, oysters and other marine life, and obstruction of navigation; providing that the Commission of the General Land Office shall promulgate and enforce the necessary rules and regulations.
