Relating to amending certain Statutes to make it a misdemeanor offense for a clerk to issue a marriage license to applicants under twenty-one in case of males or under eighteen in case of females without the consent of parents or guardian or County Judge and without requiring substantial evidence of age; prescribing form of consent; authorizing the clerk to require evidence; prescribing a penalty; making an exception; containing a separability clause.
