Relating to amending the "Texas Liquor Control Act" to provide that the possession, sale, or transportation of any alcoholic beverage on which the State tax has not been paid and the State tax stamps affixed thereto, except as otherwise provided in this Act, shall be a felony, and providing a specific penalty for such offense.
