Relating to securing identifying marks of ownership of dogs and to protect owners of dogs against their theft by defining the misdemeanor offense of theft of a dog which bears no reasonably discernible identifying tattoo or mark of ownership; providing that theft of a dog which bears a reasonably discernible identifying tattoo or mark of ownership which has been duly registered as provided by law, shall be a felony; providing that whoever shall remove, deface, obscure or obliterate any tattoo or identifying mark upon any dog or upon any collar or other thing worn by a dog shall upon conviction thereof be guilty of a misdemeanor; providing a penalty.
