Relating to transferring to the Central Education Agency all lands, funds, and property belonging to or purchased for the Texas Blind, Deaf and Orphan School, providing that the Central Education Agency shall have exclusive jurisdiction and control over the Texas Blind, Deaf and Orphan School.
