Relating to authorizing the Board of Regents of the University of Texas for and on behalf of Texas Western College, El Paso, to acquire by purchase, exchange or otherwise tracts of land in El Paso County, Texas, contiguous and/or adjacent to the campus of Texas Western College when deemed necessary by the Board of Regents.
