Relating to making it unlawful for any sheriff or other officer to make any arrest for a violation of the speed laws of motor vehicles by designedly remaining in hiding or lying in wait unobserved to trap those suspected of violating the speed laws relating to motor vehicles; providing for a penalty; providing that any officer failing to take a complaint or prosecute an officer violating the provisions of this Act shall be removed from office.
