Relating to amending a certain Act relating to the filing of rules and regulations of state administrative agencies, declaring all rules, regulations and orders in effect on or issued by state agencies after August 31, 1961, and prior to the effective date hereof to be valid although certified copies thereof were not filed with the Secretary of State.
