Relating to providing for the conveyance by the Chairman of the Board of Directors of Texas Technological College, on behalf of the State of Texas, to the City of Lubbock, of a permanent easement for street and road purposes in order to construct and perpetually maintain additional traffic lanes and flare corners at College Avenue and Broadway Street at the main entrance to Texas Technological College.
