HB 454, 59th R.S.
Relating to creating a conservation and reclamation district, comprising the territory lying within the watershed of the Sabine River and its tributary streams lying within the boundaries of the Counties of Gregg, Rusk, Harrison and Panola as the same is made certain by the state contour maps now on file in the office of the Texas Water Commission, to be known as the "Middle Sabine River Navigation District," for the purpose of promoting, constructing, maintaining and operating, or to make practicable, promote, aid and encourage the construction, maintenance, and operation of navigable canals or waterways and all navigational systems or facilities auxiliary thereto, using the natural bed and banks of the Sabine River in so doing where practicable.
