Relating to amending certain Statutes relating to the issuance of marriage licenses; providing for consent of either parent for the marriage of a minor to be given by said parent appearing before the County Clerk of any county in the United States of America and giving consent under oath; eliminating the requirement that application must be on file at least three days in the County Clerk's Office before issuing a marriage license to a minor.
