Relating to the establishment of an advisory council for the study and research of the problems of language-handicapped children and defining the duties of the Texas Education Agency and the commissioner of education concerning study and research into the problems of language-handicapped children and the development and carrying out of diagnostic and treatment programs for such children; providing an effective date.
