Relating to authorizing the commissioners court in all counties in this state having a population according to the last preceding federal census of more than 24,000 persons and less than 25,000 and an assessed property valuation according to the approved tax rolls of not less than $50 million to fix the compensation of all deputies, assistants, clerks and stenographers of the county officials in such county, except the deputies of the sheriff of said county.
