Relating to providing for a comprehensive Special Education for Exceptional Children between three and 21 years of age inclusive, as defined herein; providing for State financing thereof from the Foundation School Program Fund; authorizing the State Board of Education and/or the State Commissioner of Education to establish regulations and formulae for implementation of certain provisions, providing an effective date for this Act.
