Relating to providing for the authorization and issuance of general obligation bonds by any city or town and the levy and collection of taxes for the payment of the principal and interest thereof for the purpose of securing money to pay a cash judgment or decree heretofore or hereafter entered against said city or town or for which it is legally responsible and interest thereon and cost and expenses in connection therewith.
