Creating the Office of Program Evaluation within the Legislative Budget Board; requiring the Office of Program Evaluation to evaluate all agency, commission, department, school, and institution programs and operations and to make performance audits of these programs and operations; providing for an annual performance report; providing for an assistant director for program evaluation and staff; providing a severability clause.
