Providing that the State Department of Public Welfare may receive the support payments ordered by a Court where the State Department is paying assistance and/or providing services on behalf of such dependent child; providing for cooperation with the courts and other public or private agencies in carrying out the provisions of this Act; authorizing the State Department to promulgate reasonable rules and regulations which will enable it to carry out the provisions of this Act; fixing an effective date; providing a repealing clause, a savings clause; and declaring an emergency.
