Relating to the authority of incorporated cities and towns having a population of 5,000 or more to issue certain revenue bonds, to impose certain hotel occupancy taxes and to use other specified revenues for the construction, acquisition, furnishing and improvement of civic centers, buildings, museums, libraries and other civic related facilities.
