Relating to the regulation of drugs and other substances and to the prevention and control of abuse of drugs and controlled substances as defined and classified; creating a Texas Drug Abuse Authority; providing for the appointment of a drug commissioner and an advisory council; providing for powers and duties of the authority, council, and commissioner; providing for penalties for violations of the provisions of this Act and for certain civil penalties; providing for certain criminal and civil procedures with respect to drugs and drug use; providing for certain forfeitures, searches and seizures and disposition of property; authorizing the making of rules and regulations; requiring certain reports to and by the Department of Public Safety; providing for tort liability for certain injuries caused in the execution of warrants; designating the extent of the application of this Act to pending procedures and existing legal orders and rules.
