Relating to the procedures for State and local governmental agencies in Texas determining that an application for a deepwater port license submitted pursuant to the Federal Deepwater Port Act of 1974, 33 U.S.C. 1501 et. seq., complies with State and local law, and authorizing the performance of these procedures and the approval or disapproval of such application by the Governor.
