Regulating and requiring the reporting of contributions and expenditures in behalf of or in opposition to candidates for nomination or election to public offices or in behalf of or in opposition to measures submitted to the voters; regulating and requiring the reporting of contributions to or for public officeholders and the expenditure of such contributions by or on behalf of the officeholders; regulating political advertising and other campaign communications; containing both civil and criminal penalties for violations; making an appropriation; providing for severability.
