Relating to primary elections held by political parties; providing for the conduct and financing of joint primary elections for all parties required to make nominations by primary elections; prescribing the methods by which a candidate may qualify for ballot position in a primary election; also making changes with respect to other affairs of political parties and to other matters relating to the nomination and election of candidates, which are necessitated by the changes in the law with respect to primary elections; containing penal provisions.
