Relating to the establishment of a policy of full employment in Texas; providing for the designation by the governor of certain areas as economic emergency areas; providing for the preparation and selection of contingency plans; providing for the appointment of a coordination officer to assist the governor in implementing economic emergency assitance programs for the area; establishing an Economic Emergency Assistance Fund; and declaring an emergency.
