Authorizing certain cities to establish, acquire, construct, improve, or operate cultural facilities and related parking facilities; authorizing such cities to issue revenue bonds to provide all or part of the funds to provide such cultural facilities and parking facilities in order to accomplish the purposes of this Act; containing provisions relating to the issuance of such bonds, their terms, and conditions; providing the characteristics of the bonds and for their eligibility for investments and security for deposits of public funds; authorizing the governing body of certain cities to pledge a portion, no to exceed 1-1/2 percent, of their existing mixed beverage tax revenues for the purpose provided for herein; containing other provisions relating to the subject; and declaring an emergency.
