Relating to tampering with equipment of or the unauthorized procuring, diversion, or use of services of public communication, public transportation, public water, gas, power supply, telecommunications, or other public service and the unauthorized use or manufacture, sale, or distribution to aid in the unauthorized use of subscription television decoding and interception devices; providing criminal and civil penalties and enforcement procedures.
