Relating to the establishment of a domestic relations office in certain counties or areas with certain powers and duties regarding court orders for child support and other matters affecting a child; giving courts jurisdiction in certain actions to order payments made to the domestic relations office; imposing fees in certain cases and authorizing the deposit and use of funds collected and other county funds for services provided.
