BACKGROUND AND PURPOSE 

Under current law, a notary is not required to stamp the notary's mailing
address and telephone number.  H.B. 1004 requires a notary to stamp or
print the notary's mailing address and telephone number as near as possible
to the location of the notary's seal on a document.  This bill provides
that failure to comply with this section does not affect the validity of
the notarization. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 406.013, Government Code, by adding Subsection
(d), to require a notary public to clearly print or stamp the notary's
mailing address and telephone number as near as possible to the place where
the notary public affixes the seal on a document. Provides that failure to
comply with this subsection does not affect the validity of the
notarization. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
