BACKGROUND AND PURPOSE 

Prior to the 76th Legislature, Section 545.325(b)(2), Transportation Code,
allowed trailers used for agricultural purposes and for transporting boats
to travel at 70 miles per hour, while trailers used for transporting
motorcycles could be towed at 60 miles per hour.  H.B. 1075 raises the
speed limit for towing motorcycles to 70 miles per hour.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 545.352(b), Transportation Code, to include a
passenger car or light truck towing a trailer or semitrailer used primarily
to transport a motorcycle among the vehicles to which the lawful speed
limit of 70 miles per hour in the daytime and 65 miles per hour at night
applies.  Makes the transportation of dogs, in addition to livestock,
applicable to this section.  Makes a conforming change. 

SECTION 2.Effective date: September 1, 1999.
Makes application of this Act prospective. 

SECTION 3.Emergency clause.
