HBA-MPA H.B. 1082 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 1082 By: Bosse Juvenile Justice and Family Issues 7/7/1999 Enrolled BACKGROUND AND PURPOSE Thousands of juvenile cases are filed each year with the 16 justice courts of Harris County. Prior to the 76th Legislature, there had been an informal agreement among the three juvenile district courts and the 16 justice courts on the distribution of cases. Because the justice courts had been heavily impacted by the juvenile crime cases, the inclusion of a justice of the peace on the Harris County Juvenile Board may have been needed in order to improve efficiency. H.B. 1082 includes a justice of the peace on the Harris County Juvenile Board, thereby formalizing the relationship between the district and justice courts. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.1071(a), Human Resources Code, by adding to the composition of the Harris County juvenile board a justice of the peace from Harris County selected by a majority vote of all the justices of the peace in the county. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
