HBA-TYH H.B. 1083 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1083 By: Dukes State Affairs 4/5/1999 Introduced BACKGROUND AND PURPOSE Trends in both the national and Texas economies show increasing contributions from small businesses and entrepreneurs to the Gross Domestic Product and the labor force. However, currently there is no regulatory category for micro-businesses (businesses with 20 employees or less). As a result, micro-businesses are not considered when agencies complete their impact analyses of proposed rule changes. H.B. 1083 defines "micro-business." This may help state agencies to evaluate how proposed rule changes will affect that category of business apart from other small businesses. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2006.001, Government Code, to define "micro-business" as a legal entity, including a corporation, partnership, or sole proprietorship, that is formed for the purpose of making a profit, is independently owned and operated, and has not more than 20 employees. Makes conforming changes. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
