BACKGROUND AND PURPOSE 

The purpose of this bill is to honor civil rights leader Cesar Chavez,
founder of the United Farm Workers and recipient of the 1994 Presidential
Medal of Freedom and the Mexican Aguila Azteca award, by renaming a Corpus
Christi highway in his name. 

H.B.1096 designates State Highway 44 from Corpus Christi to Robstown as
"Cesar Chavez Memorial Highway." 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by
adding Section 225.041, as follows: 

Sec. 225.041.  CESAR CHAVEZ MEMORIAL HIGHWAY.  Designates State Highway 44
from the city limits of Corpus Christi to the city limits of Robstown as
the Cesar Chavez Memorial Highway.  Requires the Department of
Transportation (department) to design and construct memorial markers
containing specified information.  Requires the department to erect markers
at specified locations along the highway. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
