HBA-TYH H.B. 1148 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1148 By: Seaman Economic Development 2/24/1999 Introduced BACKGROUND AND PURPOSE Both the Office of Rural Affairs and the Office of Small Business Assistance (offices), under the Texas Department of Economic Development (department), report their activities each evennumbered year to the governor and legislature. Presently, information on activities for the fiscal year immediately preceding the due date of the report cannot be included due to the required due date. Modifying this date to provide an additional 45 days would allow these activities to be included in each report. H.B. 1148 allows both of these offices to submit their reports to the governor and the legislature on or before October 15 of each even-numbered year. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. SECTION 2. Amends Section 481.0068(e), Government Code, to require the department to submit to the governor and the legislature a report regarding each of the functions performed by the Office of Small Business Assistance by October 15, rather than September 1, of each even-numbered year.
