HBA-RBT H.B. 1177 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1177 By: Junell County Affairs 2/26/1999 Introduced BACKGROUND AND PURPOSE Currently, the law provides for a court security fee to be charged as a court cost in certain cases, and the money from the fees is placed in the court building security fund. The law limits the items that can be purchased with the fund. H.B. 1177 adds the purchase of alarms, other security devices similar to locks, chains, and alarms, and the purchase or repair of bullet-proof glass to the list of items which may be purchased with the court building security fund. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 102.017(d), Code of Criminal Procedure, to include the purchase of alarms, items similar to locks, chains, or alarms, and the purchase or repair of bullet-proof glass to the list of items which may be purchased with the court building fund. Makes conforming and nonsubstantive changes. SECTION 2. Emergency clause. Effective date: upon passage.
