BACKGROUND AND PURPOSE

Currently, prekindergarten programs do not have specified provisions
relating to the student/teacher ratio in classrooms. H.B. 1228 provides
that a school district's prekindergarten program must maintain a
student/teacher ratio equivalent to the staff/child ratio applicable to a
child-care facility under Section 42.042 (Rules and Standards), Human
Resources Code.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
