BACKGROUND AND PURPOSE

Currently, the University Interscholastic League (UIL) is charged with the
task of assigning schools to appropriate districts for purposes of
interscholastic competition. This purpose of this bill is to allow the
public to comment on the assignments made by UIL. In order to allow an
opportunity for public comment, H.B. 1240 requires UIL to hold a public
hearing before assigning schools to appropriate districts for purposes of
interscholastic competition.

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
