HBA-KMH H.B. 1252 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1252 By: Chavez Judicial Affairs 4/7/1999 Introduced BACKGROUND AND PURPOSE Currently, there is a perceived local need for new district courts in El Paso County. H.B. 1252 creates three new district courts in El Paso County. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 24, Government Code, by adding Sections 24.535, 24.563, and 24.564, as follows: Sec. 24.535. 390TH JUDICIAL DISTRICT (EL PASO COUNTY). Provides that the 390th Judicial District is composed of El Paso County. Sec. 24.563. 418TH JUDICIAL DISTRICT (EL PASO COUNTY). Provides that the 418th Judicial District is composed of El Paso County. Requires the 418th District Court to give preference to family law matters. Sec. 24.564. 419TH JUDICIAL DISTRICT (EL PASO COUNTY). Provides that the 419th Judicial District is composed of El Paso County. Requires the 419th District Court to give preference to felony criminal law matters. SECTION 2.Creates the 390th, 418th and 419th judicial districts. Effective date: September 1, 1999. SECTION 3. Emergency clause.
