BACKGROUND AND PURPOSE

School districts in Texas report drop-out information annually to the Texas
Education Agency regarding students in grades seven through 12. Districts
do not always communicate with each other when a student transfers from one
district to another, which may not accurately reflect the drop-out rate
statistics. H.B. 1326 requires school districts to report the enrollment
of a student to the school district in which the student was previously
enrolled within 30 days.

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
