HBA-JRA H.B. 1523 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1523 By: Green Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Current law does not specifically entitle the parent of a child in public school to visit the child's classroom. H.B. 1523 entitles a parent to visit a classroom in the school district of the parent's child and authorizes a school district to require that a parent give written notice and check in at the school's office before visiting the classroom. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 26, Education Code, by adding Section 26.0061, as follows: Sec. 26.0061. ACCESS TO CLASSROOMS. Entitles a parent to visit a classroom in the school district of the parent's child. Authorizes a school district to require that a parent give written notice and check in at the school's office before visiting the classroom. SECTION 2. Emergency clause. Effective date: upon passage.
