HBA-NMO, DMD H.B. 1588 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 1588 By: Hope County Affairs 9/30/1999 Enrolled BACKGROUND AND PURPOSE State law requires utility companies to weekly submit lists of new electric service connections in an unincorporated area of the county to the county judge, who must then forward the information to a local governmental entity. However, prior to the 76th Legislature, the information was not available to emergency communication districts or appraisal districts. H.B. 1588 requires a county judge to forward the list of all the addresses that established new electric service to each appraisal district and each emergency communication district in the county. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 366.005, Health and Safety Code, by amending Subsection (d) and adding Subsection (e), to require the county judge to forward the list compiled under Subsection (a) to each appraisal district and each emergency communication district in the county. Subsection (a) requires an electric utility to compile a list weekly of all the addresses in an unincorporated area of the county that established new service during the preceding week. Defines "appraisal district," "electric utility," and "emergency communication district." Redesignates Subsection (d) to Subsection (e). Makes conforming changes. SECTION 2.Effective date: September 1, 1999. SECTION 3.Emergency clause.
