BACKGROUND AND PURPOSE 

H.B. 1678 requires the Texas Higher Education Coordinating Board (board) to
develop a uniform recruitment and retention strategy to aid in creating a
student population reflective of the state's demographics.  Furthermore,
this bill requires each institution of higher education to report annually
to the board on the manner in which the institution has implemented its
strategy. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter C, Chapter 61, Education Code, by adding
Section 61.086, as follows: 

Sec. 61.086.  UNIFORM RECRUITMENT AND RETENTION STRATEGY.  Requires the
Texas Higher Education Coordinating Board (board) to develop, implement,
and annually update a uniform strategy to identify, attract, retain, and
enroll students that reflect the population of this state.  Requires each
institution to report annually to the board on the manner in which the
institution has implemented the strategy. 

SECTION 2.  Requires the board to develop a strategy as added by this Act
no later than January 1, 2000. 

SECTION 3.Emergency clause.
  Effective date: upon passage.
